I recently noticed Ross started a second iteration of his Freeman's Mind series,
I remember his old video recommending an AviSynth that used MVTools FlowBlur (would be interested to know what he uses nowadays) to help with motion-blur.
What I would suggest Ross to do when exporting to get free bitrate is stretch his 1080p videos to 4K using nearest neighbor filter, it's literally the same as duplicating every pixel to a 2x2 grid.
This trick makes YouTube ingest your 1080p video as a 4K one and gives it better bitrate
Original 1080p content:
Stretched (AKA """"Upscaled"""):
I've also made a batch (PowerShell hybrid to be precise) to conveniently queue videos Send To
Though I would recommend using Voukoder to export and apply the zscale libav filter all in a single encode.
