Did it already show the "you have been trolled" epileptic flash animation when you checked it out before posting? The domain belongs to some $4.84/month hosting service. There's some comment in the HTML code that says "Achievement unlocked: Troll the internet." I don't thing it's anything but some troll. What makes you think HL3/EP3 will show up in February? Did it say so on the site before it was replaced with that epileptic animation?

Human did not create animals in the first place. Our culture views animals as conscious entites, just like humans. (If any of that contrasts to your religious views, please just ignore it) Because of the reasons stated above by Vapymid, animals (just like normal humans) view pain as a bad thing ("worst case feeling") and try to avoid it. For those reasons, willingly causing pain to animals is viewed as "not ok", just like causing pain to other people. And because the idea of our law is to model the common ethical and moral views of the people, it is prohibited by law. So the idea of the whole thing is that if we build conscious machines that can feel pain (which is a logical thing to do, beacuse pain indicates that your body is being damaged and you should do something to prevent that) that it should be illegal for the same reasons.
