I don't know of any tagging software off of the top of my head, but as far as hashing goes, HashMyFiles is probably the best software I've used for the purpose. It can do MD5s, SHA1, SHA2, CRCs, and more. Where it really becomes handy though is the ability to add an entire folder with or without adding subfolders. Another handy feature is that if it finds duplicate files. When it does, it assigned the two (or more) files a number and highlights them, and then you can just click the "duplicate" column to sort by the numbers it assigned to quickly find all of your duplicate files.

I think using tools to assist in a speedrun is a bit like cheating, but that's just my personal opinion. I mean, if you can fundamentally alter the way a game plays, why not just give yourself the best weapon/armor/whatever and instantly teleport to the final level? Rant aside, there's a run of HL2 in an hour and a half (1:36:57) that completely blew my mind. I just had a thought about his son. While it's true he was raised by one pretty much completely insane man, I would think there is a decent likelihood that he won't follow in that man's footsteps. It will affect the world the same way the American economy collapse affected the entire world. From what I've read, SOPA would also require changing root level DNS servers, which is a world issue. On a more general note, when a major country decides it's OK to censor the internet, other countries might follow suit. Granted this is a mostly American problem, as you said it's the WORLD WIDE web, and any attack on it should be considered an attack on the entire system.
