I honestly doubt many people play Skyrim for the story. I for one care so little, I didn't even know there was a "war" going on between the Imperials and Stormcloaks until I had to debate with the babies to solve the whole dragon deal(if you'd played the main story you know what I'm talking about, and my god, it is like arguing over who gets the top and who gets the bottom in a bunk bed).

I think something like shorter range for the new flamethrower should be added because it really doesn't have any drawbacks if your W+M1ing. What I am most concerned about is the engie shotgun, like medics don't have enough to worry about. But I am not drawing conclusions until the weapons have been out for a while.

In the developers defense, from what I've heard the PS3 is hell to develop for(reason, but not an excuse). -
I agree the multiplayer wasn't necessary and I'd rather have they spent that time on the Singleplayer. HOWEVER, regardless of the flaws(and good god the multiplayer is flawed), I still have a great time playing MP. I have a lot more fun with that MP than I have with other "good"(good as in 8-9 scores by critics) MPs(*cough*CoD*cough*). And the SP didn't feel like it was about the politics anyway. It was more about the connection between Eleanor, Sofia and you. Gameplay wise I can agree that it was barely and improvement from the first one(though, plasmid/weapon wielding, improved hacking and the little sister gathering are very welcome).
