Almost played Skyrim with 202 mods... It wouldn't start though, I suspect install order to be a major issue. (I didn't realize I hadn't installed SkyUI until I was 154 mods in)

Except for that pair of guys at the missile silo that had their backs to him, he didn't want to attack until they got to the part where they were saying they were going to kill him on sight. He also repeatedly tested to see if things were non-hostile, so that he didn't have to kill them. IMO, he was just acting like an unusually well adjusted soldier in a combat environment.
