Is Gordon Freeman clinically mute, or is just choosing not to speak?

Telephone conversation? I suppose it's possible that Gordon communicated via a TDD, but I think some sort of reference would be made to Gordon's inability to speak in the letter. Something like, "Due to your mutism, we are providing you with a TTS device for communicating with your colleagues" or something. Nothing like this appears on the letter. This leads me to believe that it was a speaking conversation on the telephone and that Gordon has the ability to speak.Dear Dr. Freeman:
This letter shall confirm a recent telephone conversation in which you were offered, and did accept, a position at the Black Mesa Research Facility commencing immediately but no later than May 15.
