Is Gordon Freeman clinically mute, or is just choosing not to speak?

What are you talking about? Didn't you guys hear Freeman ranting and raving in HL when you played, or is that just me?

 
In universe, it is known that Gordon has the ability to speak. In Freeman's acceptance letter, "the Office of the Administrator" (LM) writes:

Dear Dr. Freeman:
This letter shall confirm a recent telephone conversation in which you were offered, and did accept, a position at the Black Mesa Research Facility commencing immediately but no later than May 15.
Telephone conversation? I suppose it's possible that Gordon communicated via a TDD, but I think some sort of reference would be made to Gordon's inability to speak in the letter. Something like, "Due to your mutism, we are providing you with a TTS device for communicating with your colleagues" or something. Nothing like this appears on the letter. This leads me to believe that it was a speaking conversation on the telephone and that Gordon has the ability to speak.

However, he either chooses not to (what I voted for in this poll), doesn't have anything to say, or you just can't hear his voice as evidenced by his ability to order the rebels in HL2.

 
Honestly I always had a not serious 'conspiracy theory' where Valve muted everything Freeman said to make the game more 'personal', and Freeman's Mind is the unedited version of Half-Life we didn't get. XD

 
Gordon is just like Chell. Chell doesn't talk because she doesn't want Glados to have the satisfaction of knowing that she is getting to Chell. So from this information we can extrapolate that Gordon Freeman is annoyed by every person he meets, and does not want them to know it.
