Maybe they're something like employees, since they get free room and board in exchange for basically standing around, being milked and eating grass. Part of their own Workers Union or something.

True, but their living conditions aren't that good. For example, in Sisterhooves, we saw the sheep get forcefully herded into a wooden cage, when they would've done so if Applejack just asked.

There is some unspecified distinction between some animals and others being sentient and dumb. For example, Applejack's dog Winowna is obviously a dog in mannerism and intellect, yet there are the troll-like Diamond Dogs.
