I'm going to nerd out here and say that Vulcans do actually have emotions, they just suppress them with mental barriers. If those barriers are removed they tend to get violent/very passionate.

Although I'm not sure if Vulcans can get high, they can actually get drunk

 

Vulcans are depicted as immune to the effects of alcohol, but become inebriated by ingesting chocolate (this is also quickly alluded to in DS9 when Quark offers a Vulcan client some Vulcan Port or chocolate, in speaking of which he implies something sexual).
