It seems like a benign comment, but Ross was underscoring Freeman's low seated insecurity regarding his place in the social hiarchy. Freeman thrives in breaking the rules, and on discovering the axioms of the natural world through science, but he subconsciously feels inadequate compared to the "government men" who actually *make* the rules.
